Progression ladders should narrate impact, not tenure. For each level, state behaviors that change decisions, reduce risk, mentor others, and raise standards. Link to exemplars, pull requests, incident retros, design critiques, and customer notes. Calibrate twice yearly with cross-team panels to avoid drift and favoritism.
